Depuis ICSR publié sa première estimation en Avril , la question de combattants étrangers en Syrie est devenue une préoccupation majeure pour les gouvernements occidentaux. Plus de rapports ont émergé depuis, bien peu ont précisément mesuré l’ampleur et l’évolution du phénomène.
Cette ICSR Insight fournit une mise à jour de notre estimation Avril, offrant le compte le plus complet et richement de ressources du phénomène de chasse syrien des Affaires étrangères à partir de sources ouvertes. Sur la base de plus de 1500 sources, on estime que jusqu’à 11 000 personnes provenant de 74 pays sont devenus des combattants de l’opposition en Syrie – près du double de notre estimation précédente. Parmi les Européens de l’Ouest, le nombre a plus que triplé, passant de (jusqu’à) 600 en Avril 1900 à maintenant.
Combien ont disparu?
Nous estimons que – à partir de fin 2011 au 10 Décembre 2013 – entre 3300 et 11 000 personnes ont disparu en Syrie pour lutter contre le gouvernement Assad. Ces chiffres incluent ceux qui sont actuellement présents, ainsi que ceux qui ont depuis domicile retourné, été arrêtés ou tués.
Sur la base de la crédibilité de diverses sources, notre propre jugement, et les commentaires que nous avons reçus depuis la publication de notre estimation Avril, nous croyons que le « vrai » chiffre est au-dessus de 8500.Cela signifierait que les chiffres ont presque doublé depuis Avril, avec une augmentation particulièrement marquée chez les non-Arabes, en particulier les Occidentaux.
Alors que les Arabes et les Européens continuent de représenter la majeure partie des combattants étrangers (jusqu’à 80 pour cent), nous avons identifié les personnes originaires d’Asie du Sud-Est, Amérique du Nord, en Australie, et (non arabe) Afrique. Dans l’ensemble, nous croyons que les résidents et les citoyens d’au moins 74 pays ont adhéré à des groupes d’opposition de militants en Syrie.

Europe de l’Ouest
Nous estimons que le nombre de combattants de l’Europe occidentale varie de 396 à 1937. Par rapport à Avril, quand nous avons fourni une estimation entre 135 et 590, ce qui représente une multiplication par trois.
Cet essor ne peut être expliquée par l’augmentation des rapports seul. Les chiffres officiels indiquent une histoire semblable: les gouvernements français et danois ont doublé leurs estimations depuis le printemps, tandis que les chiffres fournis par les autorités belges, britanniques et allemands ont quadruplé.
Européens de l’Ouest représentent maintenant 18 pour cent de la population de chasse étrangère en Syrie, avec la plupart des recrues en provenance de France (63 à 412), la Grande-Bretagne (43 à 366), l’Allemagne (34 à 240), la Belgique (76 à 296) , et les Pays-Bas (29 à 152).

Les personnes en provenance des pays du Moyen-Orient continuent de représenter la majorité des combattants étrangers (environ 70 pour cent). Nous estimons que jusqu’à 6774 Arabes non syriens et un 523 non-Arabes supplémentaires de la région (plus large) sont allés en Syrie.
Les cinq pays ayant le plus grand nombre de combattants étrangers en Syrie font tous partie du Moyen-Orient: la Jordanie est le plus grand bailleur de fonds (jusqu’à 2089), suivi par l’Arabie Saoudite (1016), la Tunisie (970), le Liban (890), et la Libye (556).
Il faut noter, cependant, que les chiffres du Moyen-Orient sont moins fiables que ceux de l’Europe occidentale, les gouvernements sont moins ouverts aux estimations officielles et il ya moins de rapports de cas individuels.

Autres régions
Les régions les plus importantes pour le recrutement de combattant étranger hors d’Europe occidentale et au Moyen-Orient sont les Balkans et les pays de l’ancienne Union soviétique. Dans les Balkans, les plus gros contributeurs de combattants étrangers sont Kosovo (4-150), l’Albanie (9-140), et la Bosnie (18-60), avec de plus petits nombres en provenance de Macédoine (3-20), la Serbie (3), et la Bulgarie (1). Parmi les anciens pays soviétiques, les plus importants sont la Russie (9-423 exclusion Tchétchénie; 36-186 pour la Tchétchénie), le Kazakhstan (14-150), l’Ukraine (50), et le Kirghizistan (9-30), avec tous les autres fournissant un douzaine ou moins.
Les pays occidentaux non européens les plus importants sont l’Australie (23 à 205), le Canada (9-100), et les États-Unis (17-60). Autres pays d’origine notables sont le Pakistan (7-330), la Chine (6-100), la Somalie (5-68) et en Afghanistan (12-23).
Le seul point noir important dans notre enquête est de l’Inde pour lesquels aucun des rapports crédibles ont été disponibles. Tous les autres pays sont soupçonnés d’avoir contribué moins d’une douzaine de combattants étrangers.
Analyse
Nos chiffres soulèvent de nombreuses questions qui ne peuvent être pleinement répondu par les seules données. Même ainsi, nos données peuvent aider à informer un certain nombre de domaines importants de débat.
Quels sont les groupes rejoignent-ils?
Seulement vingt-pour cent des sources a déclaré affiliations de groupe. Parmi eux, la grande majorité sont de Jabhat al-Nusra et l’Etat islamique d’Irak et al-Sham (ISIS) – les deux groupes de l’opposition de militants qui sont les plus proches d’Al-Qaïda.
Dans une moindre mesure, les combattants ont également été signalés à être membres de Jaysh al-Muhajirin wa-l-Ansar, Harakat Ahrar al-Sham al-Islamiyya, Katibat Suqur al-Izz, Liwa al Umma, et Harakat Sham al-Islam , entre autres.
Ce qui explique la forte hausse?
Il est difficile d’être certain, mais il peut être pas un hasard si la période écoulée depuis la publication de notre première estimation a coïncidé avec la participation plus énergique et ouvert par le groupe libanais Hezbollah, Militas chiites irakiens et les forces du gouvernement iranien sur le côté d’Assad. C’est peut-être renforcé et consolidé la perception chez certains sunnites que le conflit est fondamentalement sectaire, et que les sunnites doivent s’unir afin de stopper l’avance de l'(chiite) ennemi. En effet, ce type de solidarité a entraîné un certain nombre de mobilisations de chasse étrangère précédentes impliquant des militants sunnites.
Sera la tendance se poursuit?
Notre prédiction est que le recrutement de combattant étranger se poursuivra, mais à un rythme plus lent. Les mois d’hiver seront imposer des conditions plus sévères et peuvent dissuader les candidats potentiels de se joindre. Même si, en l’absence d’un règlement pacifique, l’attraction de base d’aller à la Syrie restera. À cet égard, la prochaine conférence de Genève II est peu probable de faire une différence, parce que ceux qui sont favorables à l’opposition armée – et, en effet, la plupart des militants eux-mêmes – voir Genève II comme un point-up non représentatif, dont l’issue ils ont déjà déclaré ne seront pas les lier.
Comment la mobilisation actuelle comparer?
La mobilisation actuelle est plus importante que tout autre exemple de mobilisation de combattant étranger depuis la guerre en Afghanistan dans les années 1980. Bien que les conflits comme l’Irak, la Somalie et l’Afghanistan ont continué pour (beaucoup) plus, aucun de ces conflits a mobilisé le plus grand nombre d’étrangers. Même le jihad anti-soviétique dans les années 1980 n’a pas attiré autant d’étrangers que la Syrie dans le même laps de temps. En effet, pour un certain nombre de petits pays – le Danemark et la Belgique, par exemple – le nombre de résidents qui sont allés combattre en Syrie peut déjà dépasser les combinés totaux de tous les conflits antérieurs.
Comment étrangère est l’opposition syrienne?
Comme indiqué dans notre précédente estimation, le nombre relativement élevé de combattants étrangers ne signifie pas que la lutte contre Assad est dirigé ou dominé par des «forces étrangères» ou «étrangers», comme cela a été suggéré par le président Assad. Même si notre estimation la plus élevée s’avère être vrai, le « contingent étranger » ne représente toujours pas plus de 10 pour cent de l’opposition militante, qui est pensé pour numéroter plus de 100.000 hommes.
Sources et limites
Le but de cette Insight est d’évaluer l’ampleur globale et l’évolution du phénomène, de détecter les tendances et établir des comparaisons de base. Nous ne sommes pas illusion que les données sous-jacente est incomplète et – dans de nombreux cas – ambigus. Étant donné la nature du sujet, aucune estimation des flux de chasse étrangère ne sera jamais exacte.
Notre base de données contient environ 1500 articles open source qui ont été recueillies depuis Novembre 2011.Ils comprennent: les rapports des médias sur les combattants étrangers en anglais, arabe et plusieurs autres langues (et des deux côtés du conflit), les estimations du gouvernement, et des déclarations concernant les combattants étrangers par des groupes djihadistes, généralement publiés dans les forums extrémistes en ligne et sur les médias sociaux.
Pour chaque pays, nous fournissons des estimations «faible» et «élevé», avec de faibles chiffres dont seuls les cas confirmés entièrement où les noms sont connus, et les chiffres élevés représentant le nombre maximum de personnes sur la base de sources crédibles.
Nous sommes plus confiants dans nos chiffres que nous l’étions à l’époque de notre première estimation. La question syrienne de combattant étranger a reçu beaucoup plus d’attention et nous avons eu par conséquent des sources plus indépendantes et journalistiques de contre-référence et comparer. En outre, plusieurs gouvernements ont publié les chiffres officiels, ce qui rend plus facile de vérifier les données et avoir une idée de la taille et de l’évolution de ce phénomène (lorsque ces données sont jugées crédibles).
Pourtant, il existe de nombreuses ambiguïtés et les sources potentielles d’erreur dont nous sommes pleinement conscients:
Nos chiffres représentent des valeurs globales, et non pas le nombre de combattants qui sont actuellement impliqués dans le combat. Pour estimer ce dernier, il faudrait savoir exactement combien de personnes sont morts ou ont été arrêtés et combien ont regagné leurs pays d’origine, ce qui – à ce point – que nous avons aucune méthodologie fiable pour constamment faire.
Les chiffres pour les pays occidentaux sont plus susceptibles d’être valables que celles pour les pays non-occidentaux, en partie parce qu’il ya eu des rapports plus indépendant (et donc plusieurs sources de renvoi), et en partie parce que de nombreux gouvernements ont régulièrement publié des chiffres crédibles.
Cela dit, tous les chiffres officiels peuvent être comparés. Bien que certains gouvernements sont «extrémistes connus » dans leurs estimations de chasse étranger, d’autres incluent les personnes qui – malgré l’absence de liens extrémistes – sont néanmoins jugées susceptibles d’entrer en Syrie avec l’intention de s’impliquer dans le combat.
Une autre source potentielle d’ambiguïté est la citoyenneté des individus. Nos chiffres se réfèrent généralement à des résidents de pays, ce qui peut inclure des citoyens d’autres pays. En conséquence, nous pensons, par exemple, que le nombre de ressortissants de Bosnie en Syrie est significativement plus élevé que le nombre de combattants étrangers de Bosnie qui sont répertoriés dans nos tableaux. La même chose est vraie pour les Tchétchènes, un grand nombre d’entre eux sont des résidents de la Russie.
Enfin, nous nous rendons compte qu’il peut y avoir un nombre important d’inconnues, y compris les combattants aspirants étrangers voyageant sous la « couverture » des convois humanitaires, et les individus qui se sont rendus en Syrie pour des raisons humanitaires, mais ont rejoint un groupe de militants après avoir passé du temps dans le pays.
Malgré ces limites, nous pensons qu’il est utile de publier cette estimation. Nos données sont plus riches et plus épais que les sources utilisées dans d’autres estimations, et nous croyons fermement que les discussions publiques devraient être fondées sur le fondement le plus solide possible. Since ICSR published its first estimate in April, the issue of foreign fighters in Syria has become a major concern for Western governments. More reports have emerged since, though few have accurately gauged the full extent and evolution of the phenomenon.
This ICSR Insight provides an update of our April estimate, offering the most comprehensive and richly resourced account of the Syrian foreign fighter phenomenon from open sources. Based on more than 1,500 sources, we estimate that up to 11,000 individuals from 74 nations have become opposition fighters in Syria – nearly double our previous estimate. Among Western Europeans, the number has more than tripled from (up to) 600 in April to 1,900 now.
How many have gone?
We estimate that – from late 2011 to 10 December 2013 – between 3,300 and 11,000 individuals have gone to Syria to fight against the Assad government. These figures include those who are currently present as well as those who have since returned home, been arrested or killed.
Based on the credibility of various sources, our own judgement, and the feedback we have received since publishing our April estimate, we believe the “true” figure to be above 8,500. This would mean that the numbers have nearly doubled since April, with a particularly steep increase among non-Arabs, especially Westerners.
While Arabs and Europeans continue to represent the bulk of foreign fighters (up to 80 per cent), we have identified individuals from Southeast Asia, North America, Australia, and (non-Arab) Africa. Overall, we believe that residents and citizens from at least 74 countries have joined militant opposition groups in Syria.

Western Europe
We estimate that the number of fighters from Western Europe ranges from 396 to 1,937. Compared to April, when we provided an estimate of 135 to 590, this represents a threefold increase.
This upsurge cannot be explained by increased reporting alone. Official figures tell a similar story: the French and Danish governments have doubled their estimates since the spring, while the figures provided by the Belgian, British and German governments have quadrupled.
Western Europeans now represent up to 18 per cent of the foreign fighter population in Syria, with most recruits coming from France (63-412), Britain (43-366), Germany, (34-240), Belgium (76-296), and the Netherlands (29-152).
Adjusting for population size, the most heavily affected countries are Belgium (up to 27 foreign fighters per million), Denmark (15), the Netherlands (9), Sweden (9), Norway (8), and Austria (7).

Middle East/North Africa
Individuals from Middle Eastern countries continue to represent the majority of foreign fighters (around 70 per cent). We estimate that up to 6,774 non-Syrian Arabs and an additional 523 non-Arabs from the (wider) region have gone to Syria.
The five countries with the largest numbers of foreign fighters in Syria are all part of the Middle East: Jordan is the single biggest contributor (up to 2,089), followed by Saudi Arabia (1,016), Tunisia (970), Lebanon (890), and Libya (556).
It must be noted, however, that the Middle Eastern figures are less reliable than those for Western Europe, as governments are less forthcoming with official estimates and there is less reporting of individual cases.

Other regions
The most important regions for foreign fighter recruitment outside Western Europe and the Middle East are the Balkans and the countries of the former Soviet Union. In the Balkans, the largest contributors of foreign fighters are Kosovo (4-150), Albania (9-140), and Bosnia (18-60), with smaller numbers coming from Macedonia (3-20), Serbia (3), and Bulgaria (1). Among the former Soviet countries, the most significant are Russia (9-423 excluding Chechnya; 36-186 for Chechnya), Kazakhstan (14-150), Ukraine (50), and Kyrgyzstan (9-30), with all others providing a dozen or less.
The most prominent non-European Western countries are Australia (23-205), Canada (9-100), and the United States (17-60). Other notable countries of origin are Pakistan (7-330), China (6-100), Somalia (5-68), and Afghanistan (12-23).
The only significant black spot in our survey is India for which no credible reports have been available. All other countries are believed to have contributed less than a dozen foreign fighters.
Analysis
Our figures raise numerous questions which cannot be fully answered by the data alone. Even so, our data may help to inform a number of important areas of debate.
What groups do they join?
Only about twenty-percent of the sources stated group affiliations. Of those, the vast majority are with Jabhat al-Nusra and the Islamic State of Iraq and al-Sham (ISIS) – the two militant opposition groups that are closest to al Qaeda.
To a much lesser extent, fighters were also reported to be members of Jaysh al-Muhajirin wa-l-Ansar, Harakat Ahrar al-Sham al-Islamiyya, Katibat Suqur al-Izz, Liwa al-Umma, and Harakat Sham al-Islam, among others.
What explains the steep rise?
It is difficult to be certain, but it may be no coincidence that the period since publication of our first estimate has coincided with the more forceful and open involvement by the Lebanese group Hizballah, Iraqi Shia militas and Iranian government forces on Assad’s side. This may have reinforced and strengthened the perception among some Sunnis that the conflict is fundamentally sectarian, and that Sunnis need to stand together in order to halt the (Shia) enemy’s advance. Indeed, this type of solidarity has driven a number of previous foreign fighter mobilisations involving Sunni militants.
Will the trend continue?
Our prediction is that foreign fighter recruitment will continue, albeit at a slower rate. The winter months will impose harsher conditions and may deter potential recruits from joining. Even so, in the absence of a peaceful resolution, the basic attraction of going to Syria will remain. In this respect, the upcoming Geneva II conference is unlikely to make a difference, because those who are sympathetic to the armed opposition – and, indeed, most of the militants themselves – view Geneva II as an unrepresentative stitch-up, the outcome of which they have already stated will not bind them.
How does the current mobilisation compare?
The current mobilization is more significant than every other instance of foreign fighter mobilisation since the Afghanistan war in the 1980s. Although conflicts like Iraq, Somalia and Afghanistan went on for (much) longer, none of those conflicts mobilised as many foreigners. Even the anti-Soviet jihad in the 1980s didn’t attract as many foreigners as Syria in the same period of time. Indeed, for a number of smaller countries – Denmark and Belgium, for example – the number of residents that have gone to fight in Syria may already exceed the combinedtotals for all previous conflicts.
How foreign is the Syrian opposition?
As noted in our earlier estimate, the relatively large number of foreign fighters does not mean that the fight against Assad is led or dominated by “foreign forces” or “outsiders”, as has been suggested by President Assad. Even if our highest estimate turns out to be true, the “foreign contingent” still doesn’t represent more than 10 per cent of the militant opposition, which is thought to number more than 100,000 men.
Sources and Limitations
The aim of this Insight is to gauge the overall extent and evolution of the phenomenon, detect trends and draw basic comparisons. We are under no illusion that the underlying data is incomplete and – in many cases – ambiguous. Given the nature of the subject, no estimate of foreign fighter flows will ever be exact.
Our dataset contains approximately 1,500 open source items which have been collected since November 2011. They include: media reports about foreign fighters in English, Arabic and several other languages (and from both sides of the conflict); government estimates; and statements about foreign fighters by jihadist groups, typically published in online extremist forums and on social media.
For each country, we provide “low” and “high” estimates, with low figures including only fully confirmed cases where names are known, and high figures representing the maximum number of individuals based on credible sources.
We are more confident in our figures now than we were at the time of our first estimate. The Syrian foreign fighter issue has received far more attention and we consequently had more independent and journalistic sources to cross-reference and compare. Also, more governments have published official figures, making it easier to verify data and get a sense of the phenomenon’s size and evolution (where those figures are judged to be credible).
Still, there are many ambiguities and potential sources of error of which we are fully aware:
Our figures represent overall aggregates, not the number of fighters that are currently involved in combat. To estimate the latter, one would have to know exactly how many individuals have died or been arrested and how many have returned to their home countries, which – at this point – we have no consistently reliable methodology for doing.
The figures for Western countries are more likely to be valid than those for non-Western countries, partly because there has been more independent reporting (and therefore more sources to cross-reference), and partly because many governments have periodically published credible figures.
That said, not all official figures can be compared. While some governments only include “known extremists” in their foreign fighter estimates, others include individuals who – despite having no extremist ties – are nevertheless judged to be likely to enter Syria with the intention of becoming involved in combat.
Another potential source of ambiguity is individuals’ citizenship. Our figures typically refer to countries’ residents, which may include citizens of other countries. As a result, we suspect, for example, that the number of Bosnian nationals in Syria is significantly higher than the number of foreign fighters from Bosnia that are listed in our tables. The same is true for Chechens, a large number of whom are residents of Russia.
Finally, we realise that there may be a significant number of unknowns, including aspiring foreign fighters travelling under the “cover” of humanitarian convoys, and individuals who went to Syria for humanitarian reasons but joined a militant group after spending time in the country.
Despite these limitations, we feel that there is value in publishing this estimate. Our data is richer and thicker than the sources used in other estimates, and we strongly believe that public discussions should be based on the soundest possible foundation. Moreover, while individual figures may have their limitations, we are confident in our assessment of overall trends.
